Yes. Case management and counselling are free. Rent for housing programs is income-based. Your privacy and safety are always prioritised.
Yes. Children are welcome in most housing programs, including crisis and transitional accommodation.
We support women experiencing physical, emotional, psychological, financial, sexual, or controlling abuse. Violence is never your fault.
Yes. You don’t need to leave to access support. We’ll work with you at your pace to plan for safety.
Stays vary depending on need. Case coordinators work with you on next steps for longer-term stability.
Case management focuses on practical support, safety planning, and housing, while counselling offers therapeutic support to talk through experiences and build coping strategies.
Yes. All Toora services are trauma-informed, inclusive, and respectful of diverse backgrounds. We are committed to cultural safety for Aboriginal and Torres Strait Islander women, guided by our Reconciliation Action Plan. This includes staff training, partnerships with First Nations communities, and creating safe spaces where culture, family, and community are respected.
Our intake team will respond as soon as possible. If there is an immediate risk, we’ll connect you with crisis accommodation or safety planning right away. Wait times for housing depend on availability, but you can access case management and counselling immediately.

Women & Children Program
Our Women & Children Program provides safe crisis and transitional housing for women and their accompanying children escaping domestic and family violence. Each woman is supported by her own case worker from intake through their journey to create stability, access services, and plan a path forward. Our staff are professionally trained in person-centred, trauma-informed services.

- Women, non-binary and other feminine-identifying people (16+) in the ACT, with or without children.
- Who are experiencing or escaping domestic and family violence.
- Women experiencing or at risk of homelessness due to violence.
- Women from culturally and linguistically diverse (CALD) backgrounds, including those without permanent residency.

- Case management is free.
- Rent is income-based and set according to Toora’s Housing Factsheet.
- Women in supported accommodation are eligible for Centrelink Rent Assistance.

Aleta Outreach Program
The Aleta Outreach Program helps women facing housing stress or violence to keep or find a safe home. A case worker will walk beside you with tenancy support, safety planning, and connections to community services—so you can make decisions and build stability at your own pace.

- Women, non-binary and other feminine-identifying people (16+) from the ACT.
- Women leaving violent or abusive relationships who need stable housing.
- Who need help to maintain their tenancy or find new housing.
- Women from culturally and linguistically diverse (CALD) backgrounds, including those without permanent residency.
Cost
- Case management is free.
- Women in supported accommodation are eligible for Centrelink Rent Assistance.
- If housing is provided through Toora properties, rent is income-based and set according to Toora’s Housing Factsheet.

Counselling support
One-on-one sessions with a qualified counsellor, trauma-informed and confidential. Counselling can be short-term or extended depending on need, and can run alongside housing or case management support.

Who is eligible
- Women, non-binary and other feminine-identifying people aged 16+ in the ACT.
- No diagnosis, referral, or crisis required.
- Women leaving or in violent or abusive domestic of family relationship situations.
Cost
- Free for up to 12 weeks (extensions available).

Ascend Rental Subsidy
The Ascend Rental Subsidy Program helps women leaving domestic and family violence or at risk of homeslessness to secure and sustain safe private rental housing. It provides financial assistance alongside case management, giving you space to rebuild independence and stability.

Who is eligible
- Women, non-binary and other feminine-identifying people (16+) from the ACT.
- Who are homeless or at risk of homelessness.
- Women on low or moderate incomes who may not meet criteria for public/social housing.
- Who need help to maintain their tenancy or find new housing.
Cost
- Case management is free.
- Rent is subsidised for up to 12 months to make private housing affordable.
